Script bug: the check demands 500 Blue Hair, but the script only removes 100 of them - you still have to be carrying all 500 to pass the check, and you keep the remaining 400 afterwards. Step 1 is the plain Saphien's Armor of Ocean quest, which has its own entry; skip it if you already own the armor. Both steps are menu options of the same NPC. The plain armor is consumed by the upgrade. No class or level requirement and the quest is repeatable.
