Easter 2011 event (variable avalon_easter_eleven); the reward is one headgear of two. You must accept the quest in the dialogue first, only then does the NPC start checking the items. The reward menu has a "No thanks" option, in which case the items are not taken and the quest stays active. The NPC stands in the Veldt field (ve_fild03).
